Preheat oven to 350 degrees f. Sift together flour, baking soda, baking powder and salt, set aside.In a
large bowl cream butter and sugar until light and fluffy. Add egg and vanilla extract, mix well. To this add flour mixture alternately with milk, starting and ending with flour.Fold in chocolate chips and
bake for 20 to 25 minutes or until a tooth pick inserted into the center of the cup cakes comes out clean.
